A Letter from the National Union of Media Workers to FCC Commissioner Brendan Carr
: Advisory Opinion Regarding KCC Chairperson Lee Jin-sook's Visit to the FCC
Dear Commissioner Carr,
We are writing to you regarding the visit of Ms. Lee Jin-sook, Chairperson of the Korea Communications Commission (KCC), to the United States from April 28th to May 3rd for a meeting with you. However, the National Union of Media Workers (NUMW), the representative organization for workers in major press companies and the media industry in Korea, expresses deep concern regarding Chairperson Lee's visit.
You may be aware that former South Korean President Yoon Suk Yeol declared martial law on December 3, 2024, attempting an insurrection. With the confirmation of the President's impeachment and removal from office on April 4, 2025, South Korea is now in the process of restoring democracy and the freedom of the press and expression.
However, Chairperson Lee demanded that the Korean press refrain from using the term 'insurrection' when reporting on the former President's declaration of martial law and mobilization of military forces. We would appreciate it if you could inform us whether you, as FCC Commissioner, have ever directly addressed issues concerning news reporting content when meeting with Chairperson Lee.
Chairperson Lee currently heads the KCC, an administrative commission designed to consist of five members recommended by the National Assembly and appointed by the President. However, the KCC is currently making decisions on significant policy matters with only two commissioners appointed by the impeached former President. Chairperson Lee is one of those two members.
You, too, are one of four FCC Commissioners nominated by former and current Presidents and confirmed by the Senate. Should you meet Chairperson Lee, we request that you clearly explain the difference between the current four-member, Senate-confirmed FCC and the KCC operating with only two presidential appointees.
You might be surprised to learn that the KCC has the authority to appoint board members of public broadcasters in Korea. Furthermore, Chairperson Lee demonstrated her capability by appointing 13 board members for the two public broadcasters, KBS and MBC, in just one and a half hours. Regrettably, Korean courts did not fully recognize Chairperson Lee's decision, suspending the effect of parts of this decision. If you meet Chairperson Lee, we ask that you inquire how such swiftness and decisiveness were possible.
Finally, we understand that Chairperson Lee intends to discuss disaster broadcasting, public safety, and measures for local broadcasting development with you. Before engaging in this discussion, we strongly request that you explain to Chairperson Lee the differences between South Korea's broadcasting system, heavily concentrated in the capital city of Seoul, and the federal broadcasting system of the United States.
Ms. Lee Jin-sook is unqualified to serve as KCC Chairperson. What Chairperson Lee should be doing now is not undertaking a junket disguised as an FCC visit, but apologizing for her past wrongdoings related to media control and resigning from her position as KCC Chairperson.
This is an open letter from the National Union of Media Workers, which unfortunately could not prevent Chairperson Lee's unreasonable visit to the FCC.
